713 Area Code
As the region’s population grew, additional area codes, like “281, 832, and 346,” were introduced to accommodate the increasing demand for phone numbers. When the ‘713 area code’ was split in 1996, the majority of Houston’s outlying suburbs were assigned to the newly formed ‘281 area code.’ In 1999, ‘832 area code’ was introduced as an overlay for both the ‘713 and 281 area codes.’ In 2014, the new ‘346 area code’ was implemented to the existing “281/713/832” overlay complex for the Houston area.
On “October 12, 2023,” the “Public Utility Commission of Texas” (PUCT) approved an all-services distributed overlay for the “281/346/713/832 area codes” as part of Project No. 54986. The “all-services overlay” means that a new ‘621 area code’ will cover the same geographic area as the existing ones. Furthermore, once all assignable “prefixes” in the ‘281, 346, 713, and 832’ NPAs have been assigned, then the 621 NPA’s prefixes will be available for assignment.
As the general rule is when there are no more three-digit “prefixes” available in the current area code, a new area code is added to the relevant geographic area.
Smaller “Numbering Plan Areas” (NPAs) within the NANP’s service region are designated by three-digit NPA codes, often known as area codes. NANP stands for “North American Numbering Plan Administrator.” There are 792 “prefixes” that can be used to service a specific geographic area; each prefix has 10,000 numbers. The three-digit number that appears between the ‘area code’ and the four-digit line number is called a “prefix” (NXX). NXX code is also known as an exchange, prefix, or a ‘Central Office (CO) code.’
Currently, there are 787 “prefixes” in ‘713 area code.’
At present, the ‘713 area code’ covers portions of southeastern Texas, primarily within “Harris, Fort Bend, Chambers, Galveston, and Liberty counties,” encompassing urban and suburban areas near Houston and the Gulf Coast. The code primarily covers ‘central’ Harris County, including the city of Houston itself.

There are about 7.88 million phone numbers in the ‘713 area code.’ Telecommunications firms who receive these numbers from the NANPA can use them. The distribution of ‘total phone numbers’ as of 2019 was as follows: 57.2% Assigned, 2.2% Intermediate (shared by OCNs), 0.5% Reserved (by user for future use), 1.1% Aging (user discontinued the service), 0.7% Administrative, and 38.3% Available. 39 OCNs were in operation in the area as of 2019.
An ‘area code’ that has the identical second and third digits is known as an “Easily Recognizable Code” (ERC). The ERCs (e.g., 888 for toll-free service) denote unique services.
In the US, ‘telephone number administration’ falls under the jurisdiction of the “Federal Communications Commission” (FCC).
